Short answer: if your device does not work in Turkey, the device may be blocked by IMEI in Turkey's CEIR system.
What this means
Turkey may block devices that are not properly registered for use on local networks. If your phone is blocked by IMEI, a travel eSIM may not connect even if the eSIM itself is valid.
Check your IMEI status
You can check the official Turkey IMEI query page here: https://www.turkiye.gov.tr/imei-sorgulama.
If your phone is blocked
- 4S cannot remove an IMEI block.
- Try the eSIM on another unlocked eSIM-compatible device if available.
- Contact local Turkish authorities or your device provider for IMEI registration questions.
